Chai ni zao la tano baada ya korosho, pamba, kahawa na
tumbaku katika kulii ngizia taifa fedha za kigeni. Zao hili
lilianza kulimwa na Watanzania wazalendo, hususan, wakulima
wadogo, mara baada ya Uhuru, mwaka 1961. Kabla ya hapo,
kilimo cha chai kilikuwa ni sehemu ya mfumo wa uchumi wa
kilowezi ambapo jukumu la wananchi katika kuendeleza
kilimo cha chai lilikuwa kutoa nguvukazi katika kuhudumia
mashamba makubwa ya walowezi. Hatua za kuwaruhusu
wazalendo kulima chai ziliongezewa nguvu kufuatia kuanzishwa
kwa Mamlaka ya Chai Tanzania, 1969. Hii ilifanya wakulima
wadogo wa chai kuongezeka kwa kasi mpaka kufikia wakulima
32,000 kwa sasa na, hivyo, kufanya uwiano wa mashamba
baina ya wakulima wadogo na wakubwa kuwa asilimia 50 kwa
50 kwa sasa hivi.
