The major thrust of this book has been to review the
performance of the Tanzanian cotton industry and how
some of the policy and institutional reforms undertaken
from time to time have tended to affect its overall outlook.
To date, the future of the industry still looks bleak in
spite of its enormous potential as well as unsurpassed
comparative advantages.
One distinguishing feature of the Tanzanian cotton industry
has been its rather chronic underperformance all along the
value chain. As a result, there still continues to exist a huge
and conspicuous mismatch between what the seed to fibre
value chain currently delivers in terms of annual outputs
vis-a-vis what it is quite capable of delivering if it were operating
optimally.
